The announcement by The Pensions Regulator (TPR) last week (April 2025), confirming its plans to roll out a formal oversight framework<\/strong> for professional trustee firms, marks a significant step in how scheme governance will be monitored\u2014and ultimately, how saver outcomes will be protected.<\/p>\n\n\n\n

Professional Trustees: From Administrators to Strategic Actors<\/strong><\/h3>\n\n\n\n

The growth of the professional trustee industry has been one of the most marked changes in the UK pensions market in recent years. According to TPR and various industry surveys, around 50% of schemes now use a professional or sole trustee<\/strong>, with sole trustee appointments growing rapidly. These firms now oversee more than \u00a31 trillion in assets<\/strong>, with over \u00a375 billion managed under sole trustee arrangements alone. That\u2019s a considerable influence on the direction, integrity, and effectiveness of UK pension schemes\u2014whether Defined Benefit (DB), Defined Contribution (DC), or hybrid.<\/p>\n\n\n\n

The use of in-house advisers in particular presents a challenge, with concerns raised around independence, indemnity, and accountability.<\/p>\n\n\n\n

The industry response to TPR\u2019s announcement has been largely positive\u2014and notably swift. Andrew Bradshaw, CEO of the Independent Governance Group<\/strong>, emphasised the importance of oversight for firms that now govern in excess of \u00a31 trillion in pension assets. \u201cIt is right that we are held to a high bar,\u201d he said, \u201cand keep striving to raise the standards of trusteeship and governance.\u201d<\/p>\n\n\n\n

Rachel Croft, Chair of the Association of Professional Pension Trustees (APPT)<\/strong>, welcomed the regulator\u2019s focus and committed to continued engagement, while Dalriada Trustees\u2019 Adrian Kennett<\/strong> echoed the need for high standards and greater alignment across the sector. Others, like Ian Bell of RSM UK<\/strong>, suggested the framework must also include clear ethical guidelines<\/strong>\u2014similar to those in audit and accountancy professions\u2014to ensure trust, transparency, and independence remain front and centre.<\/p>\n\n\n\n

TPR\u2019s own commitment to working collaboratively with the industry is encouraging. The regulator has expressed a clear desire to identify both risks and examples of best practice<\/strong>, using regulatory dialogue and targeted engagement as tools to lift standards across the market.<\/p>\n\n\n\n

What This Means for Talent: Raising the Bar on Governance Leadership<\/strong><\/h3>\n\n\n\n

The elevation of trusteeship to a role of strategic significance inevitably places greater demands on those delivering it. There is now an increasing need for professional trustees to demonstrate not just pensions expertise, but robust governance capability, commercial judgement, and ethical leadership.<\/p>\n\n\n\n

As TPR tightens its oversight, trustee firms will need to evolve too\u2014building teams with more diverse skills, strengthening internal controls, and investing in long-term talent.
